§ 30.19. CONDUCT DURING PUBLIC MEETINGS.

  • (A) All persons wishing to be heard on any matter in a public meeting must stand before the Council and provide their name and address for the record.
    (B) All commentary at a public meeting shall be addressed to the Council through its President. Such commentary shall not be permitted between opposing parties without the consent of the presiding officer.
    (C) The President shall have the authority to prohibit repetitious and irrelevant commentary and shall have the authority to limit the length of commentary by each speaker as deemed appropriate for a public meeting.
    (D) Every person appearing before the Council shall abide by the order and direction of the President. Discourteous, disorderly, or contemptuous conduct shall not be tolerated, and the President may take such action as is deemed necessary to prevent such conduct.
